Requires Edward J. Bloustein School of Planning and Public Policy to undertake strategic forecasting analysis of impact on each municipality of fulfilling court-ordered affordable housing obligation for current round ending in 2025; appropriates $50,000.

An Act requiring the study of the impact on each municipality of fulfilling its court-ordered affordable housing obligations for the current round ending in 2025, supplementing P.L.1985, c.222 (C.52:27D-301 et al.), and making an appropriation.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Edward J. Bloustein School of Planning and Public Policy of Rutgers, the State University of New Jersey shall conduct a strategic forecasting analysis to project the impact upon each municipality of the fulfillment of its court-ordered affordable housing obligations for the current round ending in 2025. Specifically, the study shall examine, but not be limited to, an examination of the projected impact of the fulfillment of that affordable housing obligation on the following categories with respect to each municipality:
(1) local infrastructure;
(2) transit;
(3) environment;
(4) municipal and county services;
(5) emergency services, including police, fire, and emergency medical response;
(6) educational infrastructure, particularly the need for new school buildings or the renovation of existing school buildings; and
(7) commerce.
b. The study may utilize a variety of research methods with a mission to collect and compile the data on the projected impact on each municipality of the fulfillment of the court-ordered affordable housing obligations for the current round ending in 2025. To the greatest extent feasible, the study shall include each municipality that has been assigned an affordable housing obligation for the current round.
c. The Edward J. Bloustein School of Planning and Public Policy shall issue a report of its findings to the Governor and the Legislature within one year of the commencement of the study.
2. There is appropriated from the General Fund to Rutgers, The State University of New Jersey $50,000 to conduct the study and issue the report provided for in section 1 of P.L. , c. (C. ) (pending before the Legislature as this bill).
3. This act shall take effect immediately.
STATEMENT
This bill directs the Edward J. Bloustein School of Planning and Public Policy of Rutgers, the State University of New Jersey, to conduct a strategic forecasting analysis that will project the impact upon each municipality of the fulfillment of their court-ordered affordable housing obligations for the current round ending in 2025.
Specifically, the study is required to include, but not be limited to, an examination of the projected impact of the fulfillment of that affordable housing obligation on the following categories with respect to each municipality:
(1) local infrastructure;
(2) transit;
(3) environment;
(4) municipal and county services;
(5) emergency services, including police, fire, and emergency medical response;
(6) educational infrastructure, particularly the need for new school buildings or the renovation of existing school buildings; and
(7) commerce.
The bill requires the Edward J. Bloustein School of Planning and Public Policy to issue a report of its findings to the Governor and the Legislature within one year of the commencement of the study.
The bill appropriates $50,000 from the General Fund to Rutgers, The State University of New Jersey to conduct the study and issue the report required by the bill.
