SYNOPSIS
Urges Congress to pass "Student Agriculture Protection Act of 2019."

A Concurrent Resolution urging Congress to pass the "Student Agriculture Protection Act of 2019."
Whereas, On March 14, 2019, H.R. 1770, the "Student Agriculture Protection Act of 2019," was introduced in the United States House of Representatives; and
Whereas, The bill would allow students involved in 4-H, the National FFA Organization, or other similar agricultural education programs to claim a special income tax exemption; and
Whereas, Such organizations provide a vital role in educating students in agricultural techniques and practices, providing opportunities for entrepreneurialism, and fostering a sense of stewardship over the land; and
Whereas, The bill would benefit students involved in agriculture by granting an exemption from federal income tax on up to $5,000 that a student earns as part of an agricultural project; and
Whereas, Agricultural projects completed by students may include growing and harvesting crops, showing and selling livestock, or harvesting eggs or wool; and
Whereas, Allowing students to keep more of the proceeds of these projects would incentivize greater participation and would signal that the country wishes to encourage a new generation of farmers; and
Whereas, New Jersey has over 2,250 FFA members and thousands of 4-H members and volunteers in hundreds of local 4-H clubs; and
Whereas, Agriculture is one of the State's largest industries, and the State boasts a variety of small agricultural businesses, so promoting a new generation of effective stewards for these businesses is vital to the economic health of the State; and
Whereas, It is thus fitting and proper for the Legislature to urge Congress to pass the "Student Agriculture Protection Act of 2019" in order to encourage students of agriculture in the State and the rest of the nation; now, therefore,
Be It Resolved by the General Assembly of the State of New Jersey (the Senate concurring):
1. The Legislature urges the United States Congress to pass the "Student Agriculture Protection Act of 2019," pending before Congress as H.R. 1700, in order to encourage and support students of agriculture.
2. Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Clerk of the General Assembly or the Secretary of the Senate to the Majority and Minority Leaders of the United States Senate, the Speaker and Majority and Minority Leaders of the United States House of Representatives, the Chairperson of the House Ways and Means Committee, and each member of the United States Congress elected from this State.
STATEMENT
This resolution would urge Congress to pass the "Student Agriculture Protection Act of 2019," which would allow a student enrolled in 4-H, FFA, or another similar agricultural organization to claim a federal income tax exemption on the first $5,000 in income that the student earns as part of an agricultural project.
