SYNOPSIS
Urges President and Congress enact H.R. 7290, providing aid to businesses, towns, and schools near U.S. joint military bases.

A Joint Resolution urging the President and Congress to enact H.R.7290 which provides aid to businesses, towns, and schools near joint military bases in the United States.
Whereas, Joint Base McGuire-Dix-Lakehurst has over 40,000 service members and civilian employees; and
Whereas, The joint base and its surrounding community is suffering due to the impact of the coronavirus pandemic; and
Whereas, On June 22, 2020, H.R.7290 was introduced in Congress to help communities near military installations manage the wide-ranging impact of the coronavirus pandemic; and
Whereas, H.R.7290 would boost funding to small businesses that support military bases, and make it easier for more school districts to qualify for federal impact aid; and
Whereas, Aid to the schools is of vital importance because it provides direct financial assistance to school districts with large student populations who live on military bases and whose families pay none of the property taxes that traditionally cover educational expenses; and
Whereas, The legislation would also help reduce the local cost-share for certain off-base community infrastructure projects funded in part by the United States Department of Defense; and
Whereas, Community infrastructure projects that could be eligible to receive aid include natural gas service, telecommunications, road improvements, new school construction or renovations, and police, fire and emergency response facilities; and
Whereas, Assisting surrounding communities where military families live, go to school, or shop is a key step to protecting the future of each community and its ability to continue to support our military service members and their families; and
Whereas, H.R.7290 will help to make sure that the communities that support our nation's military service members and their families and help them keep our State and country safe have the help they need in these extraordinary times; now, therefore,
Be It Resolved by the Senate and General Assembly of the State of New Jersey:
1. The State of New Jersey urges the President and Congress to enact H.R.7290, which provides aid to businesses, towns, and schools near joint military bases in the United States.
2. Copies of this
resolution, as filed with the Secretary of State, shall be transmitted by the
Clerk of the General Assembly or the Secretary of the Senate to the President
of the United States, the Majority and Minority Leaders of the United States
Senate, the Speaker and Minority Leader of the United States House of Representatives,
and every member of Congress elected from this State.
3. This joint resolution shall take effect immediately.
STATEMENT
This joint resolution urges the President and Congress to enact H.R.7290, which provides aid to businesses, towns, and schools near joint military bases in the United States.
H.R.7290 is designed to help communities near military installations thrive the impact of the coronavirus pandemic. It would help reduce the local cost-share for certain off-base community infrastructure projects funded in part by the United States Department of Defense. It would also boost funding to small businesses that support military bases, and make it easier for more school districts to qualify for federal impact aid.
