SYNOPSIS

     Condemns attacks by Azerbaijan against civilians in the Artsakh Republic.

An Assembly Resolution condemning attacks by Azerbaijan against civilians in the Artsakh Republic.

 

Whereas, The Artsakh Republic, a proud democracy, has been an integral part of the Armenian homeland for thousands of years; and

Whereas, The Artsakh Republic, having legally declared its independence and resisted years of Azerbaijan aggression, consistently holds parliamentary and presidential elections that have been rated as free and fair by international observers; and

Whereas, Civilians across the Artsakh Republic are under heavy artillery, rocket, aerial, drone, and ground attacks by Azerbaijan, with Turkish support and the active participation of foreign militants; and

Whereas, The Artsakh Republic was one of the three parties to the 1994 cease-fire that ended major military hostilities between Artsakh and Azerbaijan, and remains committed to a negotiated, non-violent resolution through the Organization of Security and Cooperation in Europe's Minsk Group; now, therefore,

 

     Be It Resolved by the General Assembly of the State of New Jersey:

 

     1.    This House condemns attacks by Azerbaijan against the civilians in the Artsakh Republic and recognizes the Artsakh Republic's right to self-determination and independence, and respectfully urges the President of the United States and the United States Congress to do the same.

 

     2.    This House respectfully urges the United States Senate to pass Senate Resolution No. 754 and Senate Resolution No. 755, introduced by Senator Robert Menendez of New Jersey, to ensure that the United States is not providing support to the actors committing violations of international law and human rights against the people of the Artsakh Republic.

 

     3.    Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Clerk of the General Assembly to the President of the United States, the Secretary of State of the United States, the Majority and Minority Leaders of the United States Senate, the Speaker and Minority Leader of the United States House of Representatives, and to every member of Congress elected from this State.

 

 

STATEMENT

 

     This resolution condemns attacks by Azerbaijan against civilians in the Artsakh Republic, and respectfully urges the United States Senate to pass Senate Resolution No. 754 and Senate Resolution No. 755, introduced by Senator Robert Menendez.  The Artsakh Republic, a proud democracy, has been an integral part of the Armenian homeland for thousands of years, and having legally declared its independence and resisted years of Azerbaijani aggression, consistently holds parliamentary and presidential elections that have been rated as free and fair by international observers.

     Currently, civilians across the Artsakh Republic are under heavy artillery, rocket, aerial, drone, and ground attacks by Azerbaijan, with Turkish support and the active participation of foreign militants.  This House must condemn these violent attacks against civilians in the Artsakh Republic and recognize the Artsakh Republic's right to self-determination and independence.  This House also respectfully urges the United States Senate to pass S.Res 754 and S.Res 755, introduced by Senator Robert Menendez.
