SYNOPSIS
Memorializes the President and Congress to pass and enforce immigration reform to protect the nation.

An Assembly Resolution memorializing the President of the United States and Congress to pass and enforce comprehensive immigration reform legislation to protect the nation's borders.
Whereas, The government of the United States has an obligation to its citizens to secure its borders and ensure the rule of law in its communities; and
Whereas, The primary duty of the federal government is to secure the homeland and ensure the safety of United States citizens and lawful residents; and
Whereas, The President and Congress should immediately and unequivocally enforce existing immigration laws and reform our nation's immigration policies in order to reduce the threat of a terrorist attack and to reduce the massive amount of crime committed by illegal aliens in the United States; and
Whereas, The Government of Mexico actively encourages illegal immigration to the United States by, among other things, publishing 'how to' books; and
Whereas, The introduction of this Assembly resolution was prompted by incidents in which illegal immigrants from Mexico were arrested and charged in two separate, horrific crimes in Ocean County including murder, kidnapping and sexual assault; now, therefore,
Be It Resolved by the General Assembly of the State of New Jersey:
1. Congress is respectfully requested to enact comprehensive immigration reform legislation that will secure the borders of the United States against illegal entry.
2. Congress is urged to pass comprehensive immigration reform legislation that will expedite the removal of illegal aliens, increase criminal sentences and fines for alien smuggling, enhance penalties for persons committing offenses while armed, permit the use of the Army and Air Force to secure the border as necessary, and impose penalties on countries that do not accept return of nationals.
3. The President is respectfully requested to immediately and unequivocally enforce current immigration laws and remove illegal aliens from the United States.
4. The President should warn Mexico that any further actions it takes to encourage illegal immigration to the United States will be viewed as interference with our domestic laws, in violation of the Vienna Convention on Consular Relations.
5. Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Clerk of the General Assembly to the President and Vice President of the United States, the Majority and Minority Leader of the United States Senate, the Speaker and Minority Leader of the United States House of Representatives, every member of Congress elected from this State and to the Ambassador of Mexico to the United States.
STATEMENT
This Assembly Resolution calls for Congress to pass and the President to enforce comprehensive immigration reform legislation. These new federal laws are needed to protect the nation from terrorists and criminals who are entering our country illegally.
This Assembly Resolution was prompted in response to two horrific crimes that were perpetrated in Ocean County. In one of the crimes, two children were beaten and murdered in Stafford Borough and their mother was kidnapped. The other crime involved the sexual assault of a minor on Long Beach Island. In both cases, undocumented, illegal immigrants from Mexico were charged.
This Assembly Resolution asks Congress to enact legislation that will expedite the removal of illegal aliens from our country, increase criminal sentences and fines for alien smuggling, enhance penalties for persons committing offenses while armed, permit the use of the Army and Air Force to secure the border, and impose penalties on countries that do not accept return of nationals.
Duly authenticated copies of this Assembly resolution would be transmitted to the President and Vice President of the United States, the Majority and Minority Leader of the United States Senate, the Speaker and Minority Leader of the United States House of Representatives, every member of Congress elected from this State and to the Ambassador of Mexico to the United States.
