     Directs Motor Vehicle Commission to establish a regional service center in a city of the First class.

An Act concerning the New Jersey Motor Vehicle Commission and supplementing P.L.2003, c.13 (C.39:2A-1 et seq.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    The chief administrator shall establish a regional service center in a city of the first class having a population in excess of 250,000, according to the most recent federal decennial census.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     The New Jersey Motor Vehicle Commission operates four regional service centers throughout the State.  These centers offer comprehensive motor vehicle services.  In these centers, motorists can title and register their vehicle, obtain and renew driver licenses and non-driver identification cards, and surrender license plates.  In addition to these normal agency functions, a regional center offers conferencing services for drivers needing assistance in matters relating to their driving records, penalty points or the insurance surcharge system.  The centers are also where the State's commercial drivers can obtain and upgrade their federally mandated Commercial Driver Licenses (CDL).  Finally, at these centers, applicants for driver licenses can have their vision tested, and take the required written examination and schedule their road tests.

     Surprisingly, none of these full service centers is located in the most urban and populous area of the State.  There are regional service centers in West Deptford, Eatontown, Trenton and Wayne. The Essex, Hudson and Union County area, the most urban and populous area of the State, has none.

     This bill directs the Chief Administrator of the New Jersey Motor Vehicle Commission to establish a regional service center within that area.  To ensure easy accessibility to the comprehensive services a motor vehicle offers, the bill specifies that the center is to be located in a large city of the first class.
