SYNOPSIS

     Authorizes special license plates for members of county and municipal emergency management offices.

An Act concerning special motor vehicle registration license plates for members of county and municipal emergency management offices and supplementing chapter 3 of Title 39 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  Upon application by a person who has been issued a certificate to serve as a member of a county or municipal office of emergency management, the Chief Administrator of the New Jersey Motor Vehicle Commission shall issue special vehicle registration plates for a motor vehicle expected to be driven by the applicant during the course of the applicant's emergency management duties.  The plates shall include the markings or identification prescribed by law and an identifying design, which shall be created in consultation with the State Director of Emergency Management, and an alphanumeric sequence approved by the chief administrator.

     One set of special vehicle registration plates shall be issued to an applicant per motor vehicle expected to be driven by the applicant, which may include any motor vehicle owned or leased by the applicant, the spouse of the applicant, or a business firm of the applicant, if the applicant is the principal owner or stockholder of the business firm.  Each set of special plates shall be displayed only on the vehicle for which they were issued.

     b.    The special vehicle registration plates authorized by this section shall be issued upon proof satisfactory to the chief administrator that the applicant meets the qualifications specified in subsection a. of this section.  A holder of the special vehicle registration plates who has been issued the special plates under this section shall return the special plates when the holder of the special plates no longer meets these qualifications, unless the holder of the special plates has served 15 years or more as a member of a county or municipal office of emergency management and has retired as a member of the county or municipal office of emergency management.

     c.     The fee for the special vehicle registration plates issued under this section shall be prescribed by the chief administrator, not to exceed the costs of plate production, the costs of plate issuance, and any costs directly associated with the administration of the special vehicle registration plate program.  The fee for the special vehicle registration plates shall be in addition to the fees otherwise prescribed by law for the registration of motor vehicles.

     d.    A person who violates a provision of this section shall be subject to a fine not to exceed $50.

 

     2.    The chief administrator may retain from the fees collected pursuant to subsection c. of section 1 of P.L.      , c.    (C.     ) (pending before the Legislature as this bill) any sums as are necessary to defray the costs incurred by the commission in the implementation of P.L.      , c.    (C.     ) (pending before the Legislature as this bill) as certified by the chief administrator.

 

     3.    This act shall take effect on the first day of the seventh month following enactment.

 

 

STATEMENT

 

     This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission (chief administrator) to issue special license plates for members of county and municipal offices of emergency management.

     Under the bill, in addition to the other markings or identifications prescribed by law, the plates are to bear an identifying design, which is to be created in consultation with the State Director of Emergency Management, and an alphanumeric sequence approved by the chief administrator.  Only a certified member of a county or municipal office of emergency management may be eligible to receive the special plates, but the member is required to surrender the special plates upon no longer being a member of a county or municipal office of emergency management unless the member has served 15 years or more and has retired from serving as a member of a county or municipal office of emergency management.  The bill permits one set of plates to be issued to a certified member per motor vehicle expected to be driven by the applicant, which may include any motor vehicle owned or leased by the member, the spouse of the member, a business firm of the member, if the member is the principal owner or stockholder of the business firm.

     The fee for these plates is to be set by the chief administrator and the fees are not to exceed the actual costs of production, costs of issuance, and any costs associated with the administration of the special license plate program.  The fee for the special license plates is to be in addition to the fees prescribed by law for the registration of motor vehicles.  A person who violates the provisions of the bill is subject to a fine not to exceed $50.
