     Expands Police Training Commission membership to include representative from National Organization of Black Law Enforcement Executives.

An Act concerning the Police Training Commission and amending P.L.1961, c.56.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  Section 5 of P.L.1961, c.56 (C.52:17B-70) is amended to read as follows:

     5.    There is hereby established in the Division of Criminal Justice in the Department of Law and Public Safety a Police Training Commission whose membership shall consist of the following persons:

     a.     Two citizens of this State who shall be appointed by the Governor with the advice and consent of the Senate for terms of three years commencing with the expiration of the terms of the citizen members, other than the representative of the New Jersey Office of the Federal Bureau of Investigation, now in office.

     b.    The president or other representative designated in accordance with the bylaws of each of the following organizations: the New Jersey State Association of Chiefs of Police; the New Jersey State [Patrolmen's] Policemen's Benevolent Association, Inc.; the New Jersey State League of Municipalities; the New Jersey State Lodge, Fraternal Order of Police; the County Prosecutors' Association of New Jersey; the Sheriffs' Association of New Jersey; the Police Academy Directors Association; the New Jersey County Jail Wardens Association; [and] the New Jersey Juvenile Detention Association; 1[the Northern New Jersey Chapter of the National Organization of Black Law Enforcement Executives;]1 and 1[the South Jersey Chapter of]1 the National Organization of Black Law Enforcement Executives.

     c.     The Attorney General, the Superintendent of State Police, the Commissioner of Education, the [Executive Director of the New Jersey Commission on] Secretary of Higher Education, the Commissioner of Corrections, and the Chairman of the State Parole Board, ex officio, or when so designated by them, their deputies.

     d.    The Special Agent in Charge of the State of New Jersey for the Federal Bureau of Investigation or [his] a designated representative.

     2.    This act shall take effect on the first day of the second month following enactment.

STATEMENT

 

     This bill adds a representative from the Northern New Jersey Chapter and a representative from the South Jersey Chapter of the National Organization of Black Law Enforcement Executives as members of the New Jersey Police Training Commission (PTC).   

     The PTC is responsible for developing and certifying basic training courses for law enforcement officers at the State, county, and local level.  The PTC is comprised of public members, State officials and representatives of various organizations, most of which are law enforcement associations.  These organizations include the:  New Jersey State Association of Chiefs of Police; New Jersey State Policemen's Benevolent Association, Inc.; New Jersey State League of Municipalities; New Jersey State Lodge, Fraternal Order of Police; County Prosecutors' Association of New Jersey; Sheriffs' Association of New Jersey; Police Academy Directors Association; New Jersey County Jail Wardens Association; and New Jersey Juvenile Detention Association. 

     This bill adds two more law enforcement association representatives, specifically, one representative of the Northern New Jersey Chapter and one representative of the South Jersey Chapter of the National Organization of Black Law Enforcement Executives.
