     Requires new gasoline-powered motor vehicles purchased by State to have fuel mileage of more than 30 miles to the gallon; encourages State purchase of electric vehicles or hybrid vehicles.

An Act concerning the purchase of vehicles by the State, and supplementing Title 52 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  As used in this section:

     "Electric vehicle" means a motor vehicle propelled solely by an electric motor or energy storage device.

     "Hybrid electric vehicle" means a motor vehicle propelled by both an internal combustion engine and an electric motor or energy storage device.

     b.    Each new gasoline-powered motor vehicle purchased by the State shall have a fuel mileage rating of more than 30 miles to the gallon.

     c.     Whenever purchasing a motor vehicle for the State, the person authorized to approve the purchase of a motor vehicle shall compare the operating cost over time of an electric vehicle or a hybrid vehicle with the operating cost of a gasoline-powered motor vehicle, and shall approve and direct the purchase of an electric vehicle or a hybrid vehicle if the analysis of the operating cost over time results in cost savings to warrant the purchase, and the purchase of an electric vehicle or a hybrid vehicle is appropriate for the State's use of the vehicle.

     d.    The State Treasurer, in consultation with the Department of Environmental Protection, shall adopt, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (52:14B-1 et seq.), rules and regulations establishing criteria, guidelines, and procedures for analyzing the operating costs and cost savings associated with motor vehicles, electric vehicles, and hybrid vehicles for the purposes of complying with subsection c. of this section, and any other rules and regulations necessary to implement of this act.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires new gasoline-powered motor vehicles purchased by the State to have a fuel mileage rating of more than 30 miles to the gallon.  The bill also requires the person authorized to approve the purchase of a motor vehicle for the State to compare the operating cost over time of an electric vehicle or a hybrid vehicle with the operating cost of a gasoline-powered motor vehicle. The bill requires the person to approve and direct the purchase of an electric vehicle or a hybrid vehicle if the analysis of the operating cost over time results in cost savings to warrant the purchase and the purchase of an electric vehicle or a hybrid vehicle is appropriate for the State's use of the vehicle.  The State Treasurer is authorized, in consultation with the Department of Environmental Protection, to adopt rules and regulations to implement the provisions of the bill.
