SYNOPSIS

Urges United Nations to seat India as permanent member to UN Security Council.

CURRENT VERSION OF TEXT

     As introduced.

A Senate Resolution respectfully urging the United Nations to seat India as a permanent member of the United Nations Security Council.

Whereas, The United Nations Security Council, one of six main components of the United Nations established by the UN Charter in 1945, has the primary responsibility for the maintenance of international peace and security; and

Whereas, The Security Council is currently composed of 15 members, consisting of five permanent members China, France, the Russian Federation, the United Kingdom, and the United States and 10 non-permanent members, with nonconsecutive two-year terms, that are elected on a regional basis; and

Whereas, Although India has been a member of the United Nations since the UN's inception in 1945, India has only served as a non-permanent member of the Security Council for seven terms, totaling 14 years; and

Whereas, India, with a population of over 1.3 billion and representing one-sixth of the world's population, is the world's largest democracy and an increasingly influential global power; and

Whereas, India is one of the fastest growing major economies in the world, has the world's second largest labor force, and is an increasingly significant hub for high-tech industry, telecommunications, and automobile manufacturing, which has resulted in India becoming a dominant economic power in South Asia; and

Whereas, India has the second largest standing army in the world and ranks fifth in overall military expenditures; and

Whereas, India, a longtime United Nations supporter, is one of the largest contributors of troops and police to the United Nations peace-keeping missions and ranks fourth among all nations participating in those missions; and

Whereas, India is a strong participant in numerous multilateral international and regional organizations, such as the World Trade Organization, the G20, the South Asian Association for Regional Cooperation, and the East Asia Summit; and

Whereas, The challenges of the 21st Century require that the United Nations Security Council membership be reformed to include rising economic, political, diplomatic, and military powers representative of all regions of the world; and

Whereas, India's substantial role and contributions illustrate India's dedication and allegiance to the principals of the United Nations; and

Whereas, India's vast democracy should be recognized by its inclusion as a permanent member of the United Nations Security Council; now, therefore,

Be It Resolved by the Senate of the State of New Jersey:

     1.    This House respectfully urges the United Nations to seat the Republic of India as a permanent member of the United Nations Security Council.

     2.    Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Secretary of the Senate to the United Nations Secretary-General, the United States Ambassador to the United Nations, and each member of the Congressional delegation from the State of New Jersey.

STATEMENT

This resolution urges the United Nations to seat India as a permanent member on the United Nations Security Council. The UN Security Council is currently composed of 15 members, consisting of five permanent members China, France, the Russian Federation, the United Kingdom, and the United States and 10 non-permanent members, with nonconsecutive two year terms, that are elected on a regional basis.

India has been a member of the United Nations since the UN's inception in 1945; however, India has only served as a non-permanent member of the UN Security Council for seven nonconsecutive two-year terms. India is the world's largest democracy, a participant in several international and regional multilateral organizations, and one of the largest contributors of troops and police to the United Nations peace-keeping missions. India's substantial role and contributions to the global community illustrate India's dedication and allegiance to the principals of the United Nations and highlight the reasons India should be included as a permanent member of the UN Security Council.
