STATEMENT

This resolution urges Congress to pass and fund the federal "Excellence in Mental Health and Addiction Treatment Expansion Act."

On October 3, 2017, United States Senators Roy Blunt and Debbie Stabenow and United States Representatives Leonard Lance and Doris Matsui introduced S.1905/H.R. 3931, the "Excellence in Mental Health and Addiction Treatment Expansion Act" to expand the number of states eligible to participate in the Medicaid demonstration program pursuant to Section 223(d) of the federal "Protecting Access to Medicare Act of 2014" and extend the demonstration period for an additional year.  This demonstration program seeks to improve access to community mental health and addiction treatment to individuals.  Services offered by the program include 24-hour mobile crisis intervention, patient centered treatment, psychiatric rehabilitation services, and intensive, community-based mental health care for members of the armed forces and veterans.  Increasing participation in the demonstration program will improve the lives of those suffering from mental illness and addiction.

Mental illness is a significant public health issue, affecting over 40 million adults in the United States.  Disorders such as schizophrenia, bipolar, depression, and anxiety often seriously interfere with a sufferer's ability to function at work and at home.  If left untreated, mental illness may be deadly.  Suicide is now the 10th leading cause of death in the United States.  Moreover, in recent years, rates of addiction and overdose deaths have increased dramatically in the United States as a result of the opioid epidemic.  The majority of those suffering from mental illness do not have access to adequate care.

Without congressional action, many individuals will not receive lifesaving treatment.  The legislation introduced by Senators Roy Blunt and Debbie Stabenow and Representatives Leonard Lance and Doris Matsui will expand participation in the Medicaid demonstration program to an additional 11 states and extend the demonstration period for an additional year.

The Senate of this State urges Congress to pass and fund the "Excellence in Mental Health and Addiction Treatment Expansion Act."
