Summary

The bill creates a new section 99-t in the General Municipal Law, which establishes requirements for pest management in local government facilities including pest management plans for all pest control activities using integrated pest management (IPM) techniques. These plans must be subject to public review and formally adopted by the government agency. Pesticide applications which are preventive in nature and do not respond to existing verifiable pest problems are prohibited. Pesticide applications in local government facilities must be conducted only by certified pesticide applicators. Local government facilities are required to post a notice of the pesticide applications that will be made to buildings, including a copy of the pesticide label of the product to be applied. This notice must remain posted for 48 hours after the pesticide applications. Outdoor pesticide applications to ground, turf, trees or shrubs must be posted with the visual notification markers required in ECL S 33-1003 at least every 50 feet with at least one marker on each side of the application area.
