Summary

Enacts the "Made in New York act"; increases the deduction from the federal gross adjusted income of certain small businesses; grants eligibility for the basic STAR exemption to certain small businesses; and establishes the 3-D program which grants tax benefits to manufacturers which design, develop and manufacture a new product in the state.
