Bill Title: Provides for the appointment of an independent monitor for the New York city department of housing preservation and development; authorizes such independent monitor to review and oversee activities of such department, including but not limited to management of disability benefits, housing, including lotteries, and the third party transfer program; and authorizes such independent monitor to direct such department to take any necessary corrective action in the event of errors, mistakes or deficiencies occurring in connection with such activities.
