       AN ACT to amend the banking law, in relation to ATM security
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 75-c of the banking law is amended by adding a  new
    2  subdivision 4 to read as follows:
    3    4.  SOFTWARE  THAT  WOULD  ALLOW THE USER TO ENTER HIS OR HER PERSONAL
    4  IDENTIFICATION NUMBER IN A SPECIFIC MANNER THAT WOULD IMMEDIATELY NOTIFY
    5  LOCAL LAW ENFORCEMENT PERSONNEL THAT THE USER  IS  MAKING  A  WITHDRAWAL
    6  AGAINST  HIS  OR  HER  OWN VOLITION, WHILE AT THE SAME TIME ALLOWING THE
    7  AUTOMATED TELLER MACHINE TO DISPERSE MONEY TO THE CUSTOMER AS  IF  THERE
    8  WERE NO PROBLEM.
    9    S 2. This act shall take effect on the one hundred eightieth day after
   10  it shall have become a law.
