        AN ACT to amend the election law, in relation to canvass of ballots cast
          by certain voters

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Paragraph  (a)  of  subdivision 2 of section 9-209 of the
     2  election law is amended by adding two new subparagraphs (v) and (vi)  to
     3  read as follows:
     4    (v) If the board of elections determines that a person was entitled to
     5  vote  at  such election, the board shall cast and canvass such ballot if
     6  such board finds that the voter substantially complied with the require-
     7  ments of this chapter.
     8    (vi) If the board of elections finds that the statewide  voter  regis-
     9  tration  list supplies sufficient information to identify a voter, fail-
    10  ure by the voter to include on the envelope the address where such voter
    11  was previously registered shall not be a  fatal  defect  and  the  board
    12  shall cast and canvass such ballot.
    13    § 2. This act shall take effect immediately.
