        AN ACT to amend the general business  law,  in  relation  to  agreements
          regarding automatic license plate reader systems
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. The general business law is amended by adding a new section
     2  397-b to read as follows:
     3    § 397-b. Agreements regarding automatic license plate reader  systems.
     4  No  owner  or operator of an automatic license plate reader system shall
     5  require a police agency, as defined  in  subdivision  eight  of  section
     6  eight hundred thirty-five of the executive law, to meet a minimum thres-
     7  hold of violations or arrests as part of a lease agreement or as part of
     8  an  agreement  to  allow  the  police  agency  to utilize such automatic
     9  license plate reader system. For purposes of  this  section,  "automatic
    10  license  plate  reader system" shall mean a system of one or more mobile
    11  or fixed high speed cameras used in combination with computer algorithms
    12  to convert images of license plates into computer-readable data.
    13    § 2. This act shall take effect immediately.
