        AN  ACT  requiring the commissioner of economic development to conduct a
          study on the economic impact of all  terrain  vehicle  usage  in  this
          state
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Report on economic impact of ATV use. 1.  The  commissioner
     2  of  economic  development shall, in conjunction with the commissioner of
     3  motor vehicles, the commissioner of  environmental  protection  and  the
     4  commissioner  of  parks, recreation and historic preservation, prepare a
     5  summary report on the economic impact of ATV use and recreation  in  New
     6  York  state.  Such  report  shall  include,  but  not be limited to, the
     7  following:
     8    a. the number of ATV participants  in  New  York  state,  including  a
     9  breakdown of resident and non-resident ATV participants;
    10    b.  the  frequency  of participation of ATV owners and drivers and how
    11  much money they spend on their activities including but not  limited  to
    12  expenditures  on  equipment, hotels and motels, restaurants, lodges, and
    13  camps, grocery and hardware stores, and guide services; and
    14    c. an estimate of the number of jobs that are supported by ATV partic-
    15  ipants as well as the amount of sales tax and income  tax  generated  by
    16  such participants.
    17    2. The results of the report required by this section shall be submit-
    18  ted  to the governor and to the legislature, including the chairs of the
    19  assembly ways and means committee, environmental conservation committee,
    20  tourism, arts and sports development committee, and the economic  devel-
    21  opment committee, as well as the chairs of the senate finance committee,
    22  environmental  conservation  committee,  tourism,  recreation and sports
    23  development committee, and  commerce,  economic  development  and  small

     1  business  committee  by  December  31,  2020, along with any legislative
     2  recommendations of the commissioner of economic development  to  further
     3  enhance the economic impact of ATV use.
     4    § 2. This act shall take effect immediately.
