STATE OF NEW YORK ________________________________________________________________________ 3281--A 2019-2020 Regular Sessions IN ASSEMBLY January 29, 2019 ___________ Introduced by M. of A. CARROLL, VANEL, COLTON, SEAWRIGHT, D'URSO, GOTT- FRIED, MOSLEY, BLAKE -- read once and referred to the Committee on Corporations, Authorities and Commissions -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to amend the public authorities law, in relation to requiring the New York city transit authority advisory council to investigate, report and make recommendations on instructing the public on how to react when an individual falls onto authority facility tracks The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 1204-e of the public authorities law is amended by 2 adding a new subdivision 5 to read as follows: 3 5. On or before December thirty-first, two thousand nineteen, the 4 council shall investigate, report and make recommendations to the 5 authority board related to signage to instruct the public on how to 6 react when an individual falls onto authority facility tracks. Such 7 report and recommendations shall include, but not be limited to, consid- 8 eration of an educational campaign for the public including public 9 service announcements within and without subway cars and subway 10 stations, the costs of signage for all transit facilities, and any other 11 issues the council deems relevant, such as potential liability issues 12 for the authority, instructions for the public on how to react to other 13 emergencies and alternative methods of alerting the public on how to 14 react when an individual falls on transit facility tracks. Such investi- 15 gation, report and recommendations shall be made public by posting on 16 the council website and any other method the council deems appropriate. 17 § 2.
