        AN ACT to amend the executive law, in relation to creating a database of
          technical and financial assistance programs
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1.  The executive law is amended by adding a new section 209-u
     2  to read as follows:
     3    § 209-u. Database of technical and financial assistance. 1. The office
     4  shall create and maintain a registry  of  state,  federal,  private  and
     5  non-profit  technical  and financial programs available to the political
     6  subdivisions of the state.
     7    2. The office shall maintain the format and content of  such  registry
     8  on  a  computerized database which shall be updated at least monthly and
     9  shall provide a method for which registry information may  be  delivered
    10  to  the office electronically. The office shall provide public access to
    11  such computerized database in a manner that allows individuals to search
    12  the registry by name, date or type of assistance.
    13    3. The programs listed shall be divided into financial  and  technical
    14  assistance  and  further divided into programs available to rural areas,
    15  those available to urban areas and those of general application.
    16    4. Each program listed shall contain identifying information including
    17  a program description, the type of assistance offered, instructions  for
    18  application  to  such  program,  the  deadline for such application, the
    19  name, address and phone number of a contact  person  at  such  state  or
    20  federal  agency  or  private  foundation,  and  in the case of financial
    21  assistance the amount of such assistance available  and  the  source  of
    22  funds.
         EXPLANATION--Matter in italics (underscored) is new; matter in brackets

     1    5. The database created by this section shall also maintain a directo-
     2  ry of state and federal agencies, as well as the name, address and phone
     3  number of a contact person at such agency.
     4    6.  The  database  created  by this section shall also maintain census
     5  data from the most recent United States census.
     6    7. The chief information officer shall adopt rules and regulations  to
     7  implement this section.
     8    8.  The  database created by this section shall be publicly accessible
     9  within one year after this section shall have become a law.
    10    § 2. This act shall take effect immediately.
