AN ACT to amend the vehicle and traffic law, in relation to requiring
all toll plazas contain at least one cash lane
The People of the State of New York, represented in Senate and Assem-
bly, do enact as follows:
1 Section 1. Section 391 of the vehicle and traffic law is amended to
2 read as follows:
3 § 391. [Rates of toll] Tolls on motor vehicles. 1. Where a different
4 rate is not otherwise prescribed or permitted by law, any person or
5 corporation maintaining a plank road, turnpike road or bridge and
6 authorized, or which shall be hereafter authorized, to receive tolls for
7 the passage of motor vehicles over the same, may charge and receive for
8 each and every motor vehicle propelled by any power other than animal
9 power, passing over the same, a toll rate not greater than the maximum
10 rate allowed by law to be charged and received for the passage of a
11 vehicle drawn over such road or bridge by two animals, provided that for
12 such motor vehicles designed to carry only two persons the rate of toll
13 charged or received shall not exceed the maximum rate allowed by law to
14 be charged and received for the passage of a vehicle drawn over such
15 road or bridge, without a load, by a single animal.
16 2. Any person, authority, or corporation maintaining a plank road,
17 turnpike road or bridge within the state who is authorized, or which
18 shall be hereafter authorized, to receive tolls for the passage of motor
19 vehicles over the same shall have at each toll plaza at least one cash
20 lane available for the collection of tolls and fares where electronic
21 toll collection systems, as defined in subdivision twelve of section
22 twenty-nine hundred eighty-five of the public authorities law, are
23 installed.
24 § 2. This act shall take effect immediately.
