ORTIZ, GUNTHER, COLTON, WEPRIN, HOOPER, COOK -- read once and referred to the Committee on Veterans' Affairs -- recom- mitted to the Committee on Veterans' Affairs in accordance with Assem- bly Rule 3, sec. 2 -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to amend the environmental conservation law, in relation to the issuance of deer management permits for certain service-connected disabled veterans The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Paragraph b of subdivision 1 of section 11-0913 of the 2 environmental conservation law, as amended by section 46 of part F of 3 chapter 82 of the laws of 2002, is amended to read as follows: 4 b. In the issuance of permits, the department may give preference to 5 resident license holders and may give preference to service-connected 6 disabled veterans having 40 percent or greater service-connected disa- 7 bility as evidenced by a compensation rating from the United States 8 Department of Veterans Affairs or the United States Department of 9 Defense who shall only have to provide proof of service-connected disa- 10 bility at the time of initial issuance of the permit, and to the appli- 11 cations of groups which include a person or the spouse of a person, 12 provided that such spouse lives in the same household, who owns at least 13 50 acres of land in one parcel in the specified area. 14 § 2. This act shall take effect on the sixtieth day after it shall 15 have become a law; provided, however, that effective immediately, the 16 addition, amendment and/or repeal of any rule or regulation necessary 17 for the implementation of this act on its effective date are authorized 18 and directed to be made and completed on or before such effective date.
