STATE OF NEW YORK ________________________________________________________________________ 5728 2019-2020 Regular Sessions IN ASSEMBLY February 14, 2019 ___________ Introduced by M. of A. ENGLEBRIGHT, ABINANTI -- read once and referred to the Committee on Economic Development AN ACT to amend the general business law, in relation to access to public restrooms The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The general business law is amended by adding a new section 2 399-ii to read as follows: 3 § 399-ii. Public restroom access. 1. No person, firm, partnership, 4 association, limited liability company, corporation or other business 5 entity that offers access to restroom facilities to the public shall 6 require, as a condition for such access, that such person be a paying 7 customer of such business. 8 2. A violation of the provisions of this section shall be punishable 9 by a civil penalty not to exceed five hundred dollars for each 10 violation. 11 § 2.
