AN ACT to amend the real property actions and proceedings law, in
relation to special proceedings to convey title to abandoned dwellings
to individuals
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
1 Section 1. The real property actions and proceedings law is amended by
2 adding a new section 1975 to read as follows:
3 S 1975. CONVEYANCE OF ABANDONED BUILDING TO INDIVIDUAL. AFTER A JUDG-
4 MENT VESTING TITLE IN THE CITY, TOWN OR VILLAGE, SUCH MUNICIPALITY SHALL
5 HAVE THE AUTHORITY TO ALLOW AN INDIVIDUAL WHOSE INCOME IS BELOW THE EPIC
6 INCOME LEVEL TO PAY TAXES AND RESTORE SUCH ABANDONED BUILDING. SUCH
7 INDIVIDUAL SHALL LIVE ALONE IN SUCH BUILDING FOR A PERIOD OF AT LEAST
8 FIVE YEARS.
9 S 2. This act shall take effect immediately.
