ORTIZ -- read once and referred to the Committee on Governmental Operations AN ACT to amend the executive law and the administrative code of the city of New York, in relation to training for interactions with the mentally disabled by police officers THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. The executive law is amended by adding a new section 214-d 2 to read as follows: 3 S 214-D. TRAINING FOR INTERACTIONS WITH THE MENTALLY DISABLED. THE 4 SUPERINTENDENT SHALL, FOR ALL MEMBERS OF THE STATE POLICE, PROMULGATE 5 RULES AND REGULATIONS WITHIN SIX MONTHS AFTER THE EFFECTIVE DATE OF THIS 6 SECTION THAT REQUIRE EVERY MEMBER OF THE STATE POLICE SUBJECT TO THIS 7 ARTICLE TO SUCCESSFULLY COMPLETE ON AN ANNUAL BASIS TRAINING FOR INTER- 8 ACTIONS WITH THE MENTALLY DISABLED. FOR PURPOSES OF THIS SECTION, 9 "MENTAL DISABILITY" SHALL BE DEFINED PURSUANT TO SUBDIVISION THREE OF 10 SECTION 1.03 OF THE MENTAL HYGIENE LAW. 11 S 2. The administrative code of the city of New York is amended by 12 adding a new section 14-109.1 to read as follows: 13 S 14-109.1 TRAINING FOR INTERACTIONS WITH THE MENTALLY DISABLED. THE 14 COMMISSIONER SHALL PROMULGATE RULES AND REGULATIONS WITHIN SIX MONTHS 15 AFTER THE EFFECTIVE DATE OF THIS SECTION THAT REQUIRE EVERY MEMBER OF 16 THE POLICE FORCE SUBJECT TO THIS TITLE TO SUCCESSFULLY COMPLETE ON AN 17 ANNUAL BASIS TRAINING IN INTERACTIONS WITH THE MENTALLY DISABLED. FOR 18 PURPOSES OF THIS SECTION, "MENTAL DISABILITY" SHALL BE DEFINED PURSUANT 19 TO SUBDIVISION THREE OF SECTION 1.03 OF THE MENTAL HYGIENE LAW. 20 S 3. This act shall take effect immediately.
