ARROYO, RIVERA, RODRIGUEZ -- read once and referred to the Committee on Educa- tion AN ACT to direct the commissioner of education to examine, evaluate and make recommendations on the provision of services by public school guidance counselors to students in grades 8 through 12 The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The commissioner of education is hereby directed to exam- 2 ine, evaluate and make recommendations on the provision of services to 3 public school students in grades 8 through 12 by guidance counselors. 4 Such commissioner shall study, with particular care: 5 (a) the ratio of guidance counselors to students in grades 8 through 6 12, by public school, school district and statewide; 7 (b) the amount of time each guidance counselor spends with each 8 student in grades 8 through 12 during a school year, by public school, 9 school district and statewide; 10 (c) the number of students in grades 8 through 12 each guidance coun- 11 selor interviews during a school quarter, by public school, school 12 district and statewide; 13 (d) the number of students in each grade that are interviewed by a 14 guidance counselor during a school quarter, by public school, school 15 district and statewide; 16 (e) the services guidance counselors provide to students in grades 8 17 through 12, by public school and school district; 18 (f) the number of hours guidance counselors are available to students 19 in grades 8 through 12 each school day, by public school, school 20 district and statewide; 21 (g) the types and frequency of guidance counselor services that should 22 be provided to public school students in grades 8 through 12. On or before January 1, 2021, the commissioner of education shall 2 submit a report of his or her findings, conclusions and recommendations 3 to the governor, the temporary president of the senate, the speaker of 4 the assembly, and the chairs of the senate and assembly committees on 5 education. Such report shall also include such legislative proposals as 6 the commissioner deems necessary to implement his or her recommenda- 7 tions. 8 § 3. This act shall take effect immediately.
