        AN ACT to amend the social services law, in relation to excluding outpa-
          tient blood clotting factor products and related services  and  treat-
          ments  from  coverage  by  managed care provided to medical assistance
          recipients
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Subdivision 3 of section 364-j of the social services law
     2  is amended by adding a new paragraph (d-3) to read as follows:
     3    (d-3) Outpatient blood clotting factor products, and other  treatments
     4  and  services  furnished  in  connection with the care of hemophilia and
     5  other blood clotting protein  deficiencies  shall  not  be  provided  to
     6  medical  assistance recipients through managed care programs established
     7  pursuant to this section, and shall continue to be provided  outside  of
     8  managed  care  programs  and in accordance with applicable reimbursement
     9  methodologies.
    10    § 2. This act shall take effect immediately; provided,  however,  that
    11  the  amendments to subdivision 3 of section 364-j of the social services
    12  law made by section one of this act shall not affect the repeal of  such
    13  subdivision and shall be deemed to repeal therewith.
