STATE OF NEW YORK ________________________________________________________________________ 7673 2019-2020 Regular Sessions IN ASSEMBLY May 14, 2019 ___________ Introduced by M. of A. EPSTEIN -- read once and referred to the Commit- tee on Higher Education AN ACT to amend chapter 192 of the laws of 2011, relating to authorizing certain health care professionals licensed to practice in other juris- dictions to practice in this state in connection with an event sanc- tioned by New York Road Runners, in relation to extending the provisions thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Chapter 192 of the laws of 2011, relating to authorizing 2 certain health care professionals licensed to practice in other juris- 3 dictions to practice in this state in connection with an event sanc- 4 tioned by New York Road Runners, as proposed in legislative bills 5 numbers S. 4023 and A. 5972, is amended to read as follows: 6 Section 1. Notwithstanding any inconsistent provision of law, any 7 person who is licensed to practice as a physician, physician's assist- 8 ant, massage therapist, physical therapist, chiropractor, dentist, opto- 9 metrist, nurse, nurse practitioner, certified athletic trainer or podia- 10 trist in another state or territory, who is in good standing in such 11 state or territory and who has been appointed by the New York Road 12 Runners to provide professional services at an event in this state sanc- 13 tioned by the New York Road Runners, may provide such professional 14 services to athletes and team personnel registered to train at a 15 location in this state or registered to compete in an event conducted 16 under the sanction of the New York Road Runners in the state without 17 first being licensed pursuant to the provisions of title 8 of the educa- 18 tion law. Such services shall be provided only four days before through 19 one day after each of the following events: 20 a. the Staten Island half marathon scheduled to be held on October 13, 21 2019; EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD10120-03-9A. 7673 2 1 b. the New York city marathon scheduled to be held on November 3, 2 2019; 3 c. the Brooklyn half marathon scheduled to be held on May 18, 2019 and 4 May 16, 2020; 5 d. the Bronx half marathon scheduled to be held on September 29, 2019; 6 e. the Queens 10k scheduled to be held on June 15, 2019; and 7 f. the New York city half marathon scheduled to be held on March 17, 8 2019 and March 15, 2020. 9 § 2. This act shall take effect immediately and shall expire and be 10 deemed repealed [January 31] June 30, 2020. 11 § 2. This act shall take effect immediately and section 1 of this act 12 shall take effect on the same date and in the same manner as a chapter 13 of the laws of 2019, amending chapter 192 of the laws of 2011, relating 14 to authorizing certain health care professionals licensed to practice in 15 other jurisdiction to practice in this state in connection with an event 16 sanctioned by New York Road Runners, as proposed in legislative bills 17 numbers S. 4023 and A. 5972 takes effect; provided that the amendments 18 to section 1 of chapter 192 of the laws of 2011, made by section one of 19 this act, shall not affect the expiration of such section and shall be 20 deemed repealed therewith.
