STATE OF NEW YORK ________________________________________________________________________ 7900 2019-2020 Regular Sessions IN ASSEMBLY May 28, 2019 ___________ Introduced by M. of A. ROZIC -- read once and referred to the Committee on Higher Education AN ACT to amend the education law, in relation to extending eligibility for certain scholarships to students attending private and proprietary institutions of higher education The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Subdivision 1 of section 669-e of the education law, as 2 amended by chapter 329 of the laws of 2018, is amended to read as 3 follows: 4 1. Undergraduate students who are matriculated in an approved under- 5 graduate program leading to a career in science, technology, engineering 6 or mathematics at a New York state public, private or proprietary insti- 7 tution of higher education for the purpose of subdivision two of this 8 section, or a New York state private degree granting institution of 9 higher education for the purpose of subdivision two-a of this section, 10 shall be eligible for an award under this section, provided the appli- 11 cant: (a) graduates from a high school located in New York state during 12 or after the two thousand thirteen--fourteen school year; and (b) gradu- 13 ates within the top ten percent of his or her high school class; and (c) 14 enrolls in full-time study each term beginning in the fall term after 15 his or her high school graduation in an approved undergraduate program 16 in science, technology, engineering or mathematics, as defined by the 17 corporation, at a New York state institution of higher education; and 18 (d) signs a contract with the corporation agreeing that his or her award 19 will be converted to a student loan in the event the student fails to 20 comply with the terms of this program as set forth in subdivision four 21 of this section; and (e) complies with the applicable provisions of this 22 article and all requirements promulgated by the corporation for the 23 administration of the program. Subdivision 1 of section 669-f of the education law, as added by 2 section 1 of subpart A of part EE of chapter 56 of the laws of 2015, is 3 amended to read as follows: 4 1. Eligibility. Students who are matriculated in an approved master's 5 degree in education program at a New York state public, private or 6 proprietary institution of higher education leading to a career as a 7 teacher in public elementary or secondary education shall be eligible 8 for an award under this section, provided the applicant: (a) earned an 9 undergraduate degree from a college located in New York state; (b) was a 10 New York state resident while earning such undergraduate degree; (c) 11 achieved academic excellence as an undergraduate student, as defined by 12 the corporation in regulation; (d) enrolls in full-time study in an 13 approved master's degree in education program at a New York state 14 public, private or proprietary institution of higher education leading 15 to a career as a teacher in public elementary or secondary education; 16 (e) signs a contract with the corporation agreeing to teach in a class- 17 room setting on a full-time basis for five years in a school located 18 within New York state providing public elementary or secondary education 19 recognized by the board of regents or the university of the state of New 20 York, including charter schools authorized pursuant to article fifty-six 21 of this chapter; and (f) complies with the applicable provisions of this 22 article and all requirements promulgated by the corporation for the 23 administration of the program. 24 § 3. This act shall take effect immediately.
