        Introduced  by  M.  of  A. SANTABARBARA -- read once and referred to the
          Committee on Governmental Operations  --  committee  discharged,  bill
          amended,  ordered reprinted as amended and recommitted to said commit-
          tee

        AN ACT establishing the New York state  rural  ambulance  services  task
          force; and providing for the repeal of such provisions upon expiration
          thereof

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. 1. The office of fire  prevention  and  control  is  hereby
     2  authorized to establish the New York state rural ambulance services task
     3  force  to examine, evaluate and make recommendations concerning New York
     4  state ambulance services in rural areas.
     5    2. (a) Such task force shall be comprised of:
     6    (i) two members appointed by the governor;
     7    (ii) two members appointed by the temporary president of the senate;
     8    (iii) two members appointed by the speaker of the assembly;
     9    (iv) one member appointed by the minority leader of the senate;
    10    (v) one member appointed by the minority leader of the assembly; and
    11    (vi) two members appointed  by  the  office  of  fire  prevention  and
    12  control.
    13    (b) One of the appointments by the governor shall serve as chairperson
    14  of the task force.
    15    (c)  The  members  of the task force shall receive no compensation for
    16  their services, but shall be allowed their actual and necessary expenses
    17  incurred in the performance of their services.
    18    (d) All departments, divisions,  bureaus,  commissions,  districts  or
    19  agencies  of  the  state or any political subdivisions thereof shall, at
    20  the request of the chairperson, provide the task force with such facili-
    21  ties, assistance and data as will enable the task force to carry out its
    22  powers and duties.

     1    3. Such task force shall conduct a  study  on  the  unique  challenges
     2  faced  by  New York state ambulance services in rural areas and possible
     3  long term solutions to such challenges. Such study  shall  include,  but
     4  not be limited to the following:
     5    (a)  determining  and assessing business models for ambulance services
     6  in rural areas throughout the state;
     7    (b) assessing various methods to fund or otherwise raise  capital  for
     8  such services; and
     9    (c) studying any other issue such task force deems relevant.
    10    4.  Within twelve months of the effective date of this act, the office
    11  of fire prevention and control shall submit a report detailing the find-
    12  ings of the study to  the  governor,  the  temporary  president  of  the
    13  senate, and the speaker of the assembly.
    14    §  2.  This  act shall take effect immediately and shall expire and be
    15  deemed repealed 2 years after such effective date.
