        Introduced  by M. of A. WRIGHT, CRUZ, SIMON -- read once and referred to
          the Committee on Children and Families -- committee  discharged,  bill
          amended,  ordered reprinted as amended and recommitted to said commit-
          tee

        AN ACT to amend the social services law,  in  relation  to  waiving  the
          requirement  of  establishing  paternity  or a child support order for
          certain applicants or recipients of aid to dependent children

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Section  349-b  of  the social services law is amended by
     2  adding a new subdivision 3 to read as follows:
     3    3. When the applicant or  recipient  has  established  good  cause  to
     4  refuse  to  cooperate, the social services district shall take no action
     5  to establish paternity or a child support order.
     6    § 2. Subdivision 6 of section  158  of  the  social  services  law  is
     7  amended by adding a new paragraph (iii) to read as follows:
     8    (iii)  When  the  applicant or recipient has established good cause to
     9  refuse to cooperate, the social services district shall take  no  action
    10  to establish paternity or a child support order.
    11    § 3. This act shall take effect immediately.
