STATE OF NEW YORK ________________________________________________________________________ 10311--A IN ASSEMBLY April 10, 2018 ___________ Introduced by M. of A. WALLACE -- read once and referred to the Commit- tee on Governmental Operations -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT directing the commissioner of the Division of Homeland Security and Emergency Services to develop a plan to increase the number of skills required as part of the Firefighter certification, or the Fire- fighter Recruit I and II certifications, which can be completed at a trainee's home department or online The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The commissioner of the Division of Homeland Security and 2 Emergency Services in consultation with New York state fire service 3 organizations, is hereby authorized and directed to identify any skills 4 currently required to be taught in an academic setting, or training 5 center as part of the coursework required to test for the Firefighter 6 certification, or the Firefighter Recruit I and II certifications, as 7 defined in part 426 of title 19 of the New York Codes, Rules and Regu- 8 lations (NYCRR) that may be safely taught at a trainee's home department 9 or through an online course. 10 § 2. Such commissioner is directed to deliver a report to the chair of 11 the Senate Veterans, Homeland Security and Military Affairs committee 12 within six months of the effective date of this act. Such report shall 13 address the overall mandate of this act and shall suggest ways to 14 increase the number of certified instructors and certified fire training 15 programs as described in parts 426.4 and 426.2 of title 19 of the NYCRR. 16 § 3.
