STATE OF NEW YORK ________________________________________________________________________ 10447--A IN ASSEMBLY May 18, 2020 ___________ Introduced by COMMITTEE ON RULES -- (at request of M. of A. Joyner) -- read once and referred to the Committee on Health -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT in relation to requiring that COVID-19 contact tracers be repre- sentative of the cultural and linguistic diversity of the communities in which they serve to the greatest extent possible; and providing for the repeal of such provisions upon the expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The New York city department of health and mental hygiene 2 and any other New York city agency, and any entity within the New York 3 city health and hospitals corporation that hires persons after the 4 effective date of this act to perform contact tracing pertaining to 5 COVID-19 infections within the city of New York, shall, to the greatest 6 extent possible, hire contact tracers who are representative of the 7 cultural and linguistic diversity of the communities in which they 8 serve. 9 § 2. The New York city department of health and mental hygiene, and 10 the New York city health and hospitals corporation shall annually submit 11 a report on contact tracer worker diversity within the city of New York 12 including outreach efforts to recruit a diverse workforce to the gover- 13 nor, the temporary president of the senate and the speaker of the assem- 14 bly beginning no later than December 31, 2020. 15 § 3. This act shall take effect immediately and shall expire and be 16 deemed repealed January 1, 2022. EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted.
