Hevesi) -- read once and referred to the Committee on Children and Families AN ACT to amend the social services law, in relation to reporting data on child welfare preventive services The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 409-a of the social services law is amended by 2 adding a new subdivision 11 to read as follows: 3 11. (a) The office of children and family services shall collect the 4 following data regarding preventive services, as defined in section four 5 hundred nine of this title, and compile an annual report on such data by 6 local social services district: 7 (i) the total number of children and families receiving preventive 8 services at the end of each month; 9 (ii) the total annual number of unduplicated children and families 10 receiving preventive services including how many new preventive cases 11 were opened during the preceding calendar year and to the extent practi- 12 cable, the referral source for each new case; 13 (iii) the average length of time preventive services were provided for 14 each child or family during the preceding calendar year, as well as an 15 indication of whether such case had been closed during such year; 16 (iv) a descriptive list of the services and their utilization rate in 17 each local social services district which utilize preventive service 18 funding as allowable under section one hundred fifty-three-k of this 19 chapter; 20 (v) a descriptive list, and their utilization rate if practicable, of 21 other preventive services provided by a local social services district 22 that does not utilize preventive service funding pursuant to section one 23 hundred fifty-three-k of this chapter. For purposes of this paragraph, 24 other preventive services shall include primary preventive services 25 which may be funded through community optional preventive services fund- 26 ing, home visiting funds or other federal, state or local funds; 27 (vi) the total number of children who entered foster care during the 28 preceding calendar year who had received preventive services at any EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD16476-01-0A. 10513 2 1 point during the twelve-months prior to their entry into foster care; 2 and 3 (vii) any other information the commissioner may deem necessary to 4 include in said report. 5 (b) The office of children and family services shall submit such 6 report to the governor, the speaker of the assembly, the temporary pres- 7 ident of the senate, the chairpersons of the assembly and senate chil- 8 dren and families committees, the chairperson of the assembly ways and 9 means committee and the chairperson of the senate finance committee 10 starting no later than September first, two thousand twenty-one. Such 11 report shall include data and information required by paragraph (a) of 12 this subdivision for the preceding calendar year, to the extent such 13 information is available. When practicable, such information shall be 14 disaggregated by age, sex, race and ethnicity. 15 (c) The initial report shall include the aforementioned data from the 16 preceding two calendar years. 17 § 2. This act shall take effect immediately.
