        MEMORIALIZING Governor Andrew M. Cuomo to proclaim
        May  2019,  as  Stop the Bleed Month in the State of
        New York

  WHEREAS, The State of New York  takes  great  pride  in  recognizing
official months established to increase awareness of serious issues that
affect the lives of all New Yorkers; and

  WHEREAS,  This  Legislative  Body  is  justly  proud  to memorialize
Governor Andrew M. Cuomo to proclaim May 2019, as Stop the  Bleed  Month
in  the  State  of  New  York,  in  conjunction  with the observation of
National Stop the Bleed Month; and

  WHEREAS, Launched in October 2015 by the White House, Stop the Bleed
is a national awareness campaign and call to action as accidental injury
is a leading cause of death in New York and uncontrolled hemorrhage is a
leading cause of preventable traumatic death; and

  WHEREAS, May 2019, marks the first  ever  National  Stop  the  Bleed
Month  dedicated  to  highlighting  the  importance  of  Stop  the Bleed
training, and  providing  the  public  with  information  and  education
through local fire, EMS, and health care professionals; and

  WHEREAS,  In  rural  settings,  up  to  80%  of  deaths occur in the
pre-hospital  setting,  commonly   from   either   fatal   injuries   or
uncontrolled hemorrhage; and

  WHEREAS,  Much like training of the general public in CPR and use of
automatic defibrillators, bystanders can become heroic  lifesavers,  and
by  improving  public  awareness  about how to stop severe bleeding, can
make the difference between life and death of an injured person; and

  WHEREAS, The American College of Surgeons Committee  on  Trauma  has
put significant emphasis on the development and availability of bleeding
control  training programs to enable the public to respond to victims of
a  trauma  event  to  stop  or  slow  life-threatening  bleeding   until
professional emergency responders arrive; and

  WHEREAS,  Bleeding  control training programs should be available to
the public and bleeding control equipment should be readily available in
public and private locations so people can  easily  and  rapidly  access
equipment; now, therefore, be it

  RESOLVED,  That  this Legislative Body pause in its deliberations to
memorialize Governor Andrew M. Cuomo to proclaim May 2019, as  Stop  the
Bleed Month in the State of New York; and be it further

  RESOLVED,  That  copies  of  this Resolution, suitably engrossed, be
transmitted to The Honorable Andrew M. Cuomo, Governor of the  State  of
New York; and the New York Chapter of the American College of Surgeons.
