Assembly Resolution No. 868 BY: M. of A. Cusick COMMENDING Stephen P. Maluk upon the occasion of his retirement from the National Association of Insurance Commissioners WHEREAS, This Legislative Body seeks to acknowledge those individuals whose professional lives and civic endeavors serve to enhance the stature of the State of New York; and WHEREAS, Attendant to such concern, and in full accord with its long-standing traditions, this Legislative Body is justly proud to commend Stephen P. Maluk upon the occasion of his retirement after many years of distinguished service to both the New York Insurance Department and the National Association of Insurance Commissioners; and WHEREAS, Stephen P. Maluk, a favorite son of Staten Island, has committed his life in the service of others, using his exceptional talents in the betterment of those around him; and WHEREAS, He was born on March 16, 1947, excelling in school and graduating two years early from high school and from another gem of the borough, Wagner College; and WHEREAS, Responding to the first call to serve, Steve P. Maluk enlisted in the United States Army, eschewed an officer's commission and served as "Regular Army" in a combat engineering outfit of the 26th Engineering Battalion, Company B, American Division; and WHEREAS, Stephen P. Maluk's military experience in Vietnam inspired him to spend decades volunteering his time and energies to veterans' events and interests, including adding his recollections to James Behr's "Vietnam Voices: An Oral History of Eleven Vietnam Veterans" where he told the story of enlisting at and shipping out from Fort Hamilton and serving for more than a year in Vietnam; and WHEREAS, Upon his return home, Steve P. Maluk worked for the New York Insurance Department; his career spanned more than three decades, retiring from the esteemed position of Assistant Director of Policies; and WHEREAS, In this capacity, Steve P. Maluk became the trusted confidante of numerous superintendents of insurance, the moral compass of the department, and the keeper of all-important dates in the lives of those with whom he worked; and WHEREAS, In his position within the executive bureau, Steve P. Maluk used his calm demeanor, dependable administrative skills and positive outlook to help guide his department through both the day and the aftermath of the tragic 9/11 attacks; furthermore, he served as an architect of the department's temporary quarters in the Governor's office and the return to its offices just blocks from the World Trade Center in just five days; and WHEREAS, Steve P. Maluk believes the work he performed during the days and months after 9/11 is truly his most important work on behalf of the State of New York, and his colleagues look at his performance during that dark period as perhaps the best of an already distinguished career; and WHEREAS, In addition to his military service and his service to the State of New York, Steve P. Maluk heeded the call to service with his appointment as the non-profit, state insurance commissioner membership-driven organization's senior business operations manager to the National Association of Insurance Commissioners, a position he held for the last 16 years of his career; and WHEREAS, In his official acts, Steve P. Maluk was governed by a keen sense of duty and always showed a unique grasp of human problems, earning him the admiration, esteem and affection of his colleagues; now, therefore, be it RESOLVED, That this Legislative Body pause in its deliberations to commend Stephen P. Maluk upon the occasion of his retirement after many years of distinguished service to both the New York Insurance Department and the National Association of Insurance Commissioners; and be it further RESOLVED, That this Legislative Body pause further, on this day, March 16, 2020, the same day as his birth and the same day as he celebrated his 21st birthday at a Landing Zone of his combat engineering platoon in Vietnam in 1968, to recognize the quiet yet consequential contributions of Stephen P. Maluk over an exceptional lifetime; and be it further RESOLVED, That a copy of this Resolution, suitably engrossed, be transmitted to Stephen P. Maluk.
