Assembly Resolution No. 985 BY: M. of A. Buttenschon COMMENDING Captain David Mickle upon the occasion of his retirement after 27 years of service to the Utica Police Department WHEREAS, It is the custom of this Legislative Body to recognize and honor those distinguished officers who would devote themselves to public service, demonstrating great courage and diligence in providing for the care and welfare of the citizens of their communities and this great Empire State; and WHEREAS, Within every community of the State of New York there are certain individuals who, by virtue of their commitment and dedication, command the respect and admiration of their community for their exemplary contributions and service on behalf of others; and WHEREAS, This Legislative Body is justly proud to commend Captain David Mickle upon the occasion of his retirement after 27 years of service to the Utica Police Department; he will officially retire from the Department on March 27, 2020; and WHEREAS, David Mickle was born to Joyce and Arnie Mickle in Utica, New York, where he was a student at John F. Kennedy High School; after graduating, he attended the Utica Police Academy; and WHEREAS, Captain David Mickle began his esteemed law enforcement career, spanning almost three decades, with the Utica Police Department in 1993; throughout his many years of service, he worked in several departments including Internal Affairs, Uniform Patrol Division, and the Tactical Unit; and WHEREAS, As Administrative Division Commander, Captain David Mickle oversaw an $18 million budget on behalf of the Department, and supervised fleet management, police recruiting and training, human resources, grants, information technology systems, department accreditation, and evidence processing and storage; and WHEREAS, In 2010, Lieutenant David Mickle was promoted to the esteemed rank of Captain; in 2013, he and his staff led a successful recruiting campaign which resulted in a record high of 508 candidates taking the police civil service exam; and WHEREAS, For his steadfast and unremitting commitment to his profession and community, Captain David Mickle was the recipient of numerous awards and accolades including the 2006 Ed Ruffing Superior Officer of the Year Award and was named the 2014 Police Officer of the Year by the American Legion Utica Post 229; and WHEREAS, With him throughout have been his wife, Tammy, and their daughter, Hannah, both of whom feel privileged to be a part of his life and rejoice in his achievements; and WHEREAS, Throughout his tenure, Captain David Mickle truly served the residents of the City of Utica with compassion, integrity, and fairness, attributes which will forever serve as an example for his fellow officers; and WHEREAS, It is the sense of this Legislative Body that those dedicated public servants who unselfishly devote their lives to the preservation of order and the protection of others are worthy and due full praise for their commitment and noble endeavors; now, therefore, be it RESOLVED, That this Legislative Body pause in its deliberations to commend Captain David Mickle upon the occasion of his retirement after 27 years of service to the Utica Police Department, and to wish him well in all his future endeavors; and be it further RESOLVED, That a copy of this Resolution, suitably engrossed, be transmitted to Captain David Mickle.
