          printed to be committed to the Committee on Transportation
        AN ACT to amend the vehicle and traffic law, in relation to  eliminating
          the  metropolitan commuter transportation district supplemental regis-
          tration fee for certain counties
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Section 499-a of the vehicle and traffic law, as added by
     2  section 1 of part B of chapter 25 of the laws of  2009,  is  amended  to
     3  read as follows:
     4    §  499-a.  Metropolitan  commuter transportation district supplemental
     5  registration fee. Registrants  residing  in  the  metropolitan  commuter
     6  transportation  district,  except  in  the counties of Dutchess, Putnam,
     7  Rockland and Orange, shall upon the registration or renewal of  a  motor
     8  vehicle  be  charged  a  supplemental registration fee to be paid to the
     9  commissioner or his or her agent in accordance with  the  provisions  of
    10  this article.
    11    §  2.  Subparagraph (i) of paragraph (b-1) of subdivision 2 of section
    12  503 of the vehicle and traffic law, as added by section 1 of part  A  of
    13  chapter 25 of the laws of 2009, is amended to read as follows:
    14    (i)  Upon passage of the knowledge test required to obtain a learner's
    15  permit, an applicant for a driver's license who resides in the metropol-
    16  itan commuter transportation district established by section  one  thou-
    17  sand  two hundred sixty-two of the public authorities law, except in the
    18  counties of Dutchess, Putnam, Rockland and Orange, shall be required  to
    19  pay  a  supplemental  fee  of  one dollar for each six months or portion
    20  thereof of the period of validity of a learner's permit or license which
    21  is or may be issued pursuant to the provisions of  subparagraph  (i)  or
    22  (ii) of paragraph (b) of this subdivision.

     1    §  3.  Subparagraph (i) of paragraph (c-3) of subdivision 2 of section
     2  503 of the vehicle and traffic law, as added by section 2 of part  A  of
     3  chapter 25 of the laws of 2009, is amended to read as follows:
     4    (i)  Supplemental renewal fee in the metropolitan commuter transporta-
     5  tion district. In addition to the fees required to be paid  pursuant  to
     6  paragraph  (c) of this subdivision, a supplemental fee of one dollar for
     7  each six months or portion thereof of the validity of the license  shall
     8  be  paid  for renewal of a license of a person who resides in the metro-
     9  politan commuter transportation  district  established  by  section  one
    10  thousand  two hundred sixty-two of the public authorities law, except in
    11  the counties of Dutchess, Putnam, Rockland and  Orange,  issued  by  the
    12  commissioner.
    13    §  4.  This  act  shall take effect on the sixtieth day after it shall
    14  have become a law.
