AN ACT to amend the highway law, in relation to increasing consolidated
local highway assistance payments
The People of the State of New York, represented in Senate and Assem-
bly, do enact as follows:
1 Section 1. Paragraph (c) of subdivision 8 of section 10-c of the high-
2 way law, as added by chapter 56 of the laws of 1993, is amended to read
3 as follows:
4 (c) [The] Except as provided in subparagraph (ii) of this paragraph,
5 the moneys appropriated or authorized in each fiscal year pursuant to
6 the schedules in paragraphs (a) and (b) of this subdivision shall be
7 distributed in accordance with the procedures contained in subdivisions
8 three and four of this section. [The total of funds]
9 (i) Except as further provided in this paragraph, total funds distrib-
10 uted in accordance with the procedures in subdivision three of this
11 section shall equal one hundred forty-five million dollars in each
12 fiscal year. The balance of funds shall be distributed in accordance
13 with the procedures in subdivision four of this section.
14 (ii) For fiscal years two thousand twenty through two thousand twen-
15 ty-nine the total of funds distributed in accordance with the procedures
16 in subdivision three of this section shall equal six hundred forty-five
17 million dollars in each such fiscal year. Of such total amount, five
18 hundred million dollars shall be distributed only to cities, counties,
19 towns and villages outside of the city of New York in accordance with
20 the applicable provisions of subdivision three of this section.
21 For purposes of calculating distributions in accordance with subdivi-
22 sion three of this section, the "funding level" shall be proportioned
23 between amounts distributed pursuant to paragraphs (a) and (b) of this
24 subdivision.
25 § 2. This act shall take effect immediately.
