STATE OF NEW YORK ________________________________________________________________________ 1352 2019-2020 Regular Sessions IN SENATE January 14, 2019 ___________ Introduced by Sen. SERINO -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law, in relation to a pilot program for the recruitment and training of retired persons to become home care workers The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 3622 of the public health law, as renumbered by 2 section 22 of part C of chapter 58 of the laws of 2004, is renumbered 3 section 3623 and a new section 3622 is added to read as follows: 4 § 3622. Pilot program for the recruitment and training of certain home 5 care workers. 1. Subject to appropriation, the commissioner shall 6 establish a pilot program in up to four counties to provide for the 7 recruitment and training of retired persons to become home care workers. 8 The pilot program shall work with not-for-profit organizations, and 9 licensed and certified home care agencies to develop a public awareness 10 campaign for distribution and advertisement of the pilot program to be 11 targeted to retired persons. The commissioner shall designate up to 12 four counties for the pilot program and shall issue rules and regu- 13 lations to coordinate training and recruitment with local home care 14 agencies. Such training shall include, but not be limited to, special- 15 ized training focusing on safety in physical aspects of employment, 16 applicability of chronic disease prevention and management for patients 17 and employees, and mental health concerns for both the patient and 18 employees. 19 2. The commissioner, in conjunction with participating home care agen- 20 cies, shall create a report that provides information, including but not 21 limited to, tracking the job performance and satisfaction of retired 22 persons employed as home care workers, improved health and financial 23 outcomes for the retired workers participating in the pilot program, as 24 well as satisfaction and improved health care outcomes of patients EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. The report shall be submitted to the gover- 2 nor, the temporary president of the senate, and the speaker of the 3 assembly no later than October first, two thousand twenty-one. The 4 commissioner shall also coordinate with the participating home care 5 agencies to develop best practices for distribution across the state 6 related to the training and recruitment of retired persons as home care 7 workers. 8 § 2. This act shall take effect on the one hundred twentieth day after 9 it shall have become a law.
