STATE OF NEW YORK ________________________________________________________________________ 2738 2019-2020 Regular Sessions IN SENATE January 29, 2019 ___________ Introduced by Sen. KAPLAN -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Securi- ty and Military Affairs AN ACT to amend the executive law, in relation to directing the state director of veterans' affairs to submit a plan relating to coordinated services for service-disabled veterans to the veterans' affairs commission The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Legislative intent. The legislature hereby recognizes that 2 New York state's veterans, particularly those who suffered service-re- 3 lated disabilities, have unique needs as a result of the sacrifices they 4 made during their military service. It is also hereby acknowledged by 5 the legislature that due to the complexity of their needs, such individ- 6 uals require accessible, coordinated, and specialized services within 7 their communities from multiple state and local agencies. The legisla- 8 ture finds that there is an immediate need for a statewide comprehensive 9 program to coordinate such services. 10 § 2. Section 352 of the executive law is amended by adding a new 11 subdivision 6 to read as follows: 12 6. The state director shall submit a plan to the commission by July 13 first, two thousand twenty, and every five years thereafter, with find- 14 ings and recommendations to: 15 (a) promote the implementation of a comprehensive statewide program of 16 coordinated services for service-disabled veterans that includes: 17 (i) matters pertaining to educational training and retraining services 18 and facilities; 19 (ii) health, medical and rehabilitation services; 20 (iii) employment and re-employment services; 21 (iv) housing options; 22 (v) transportation options; EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD05493-01-9S. 2738 2 1 (vi) long term care options; 2 (vii) personal care; 3 (viii) day program service options; 4 (ix) family outreach; and 5 (x) other essential services that maximize existing resources; 6 (b) disseminate general information about available services to 7 service-disabled veterans and how such services may be accessed; and 8 (c) conduct an ongoing evaluation on the needs of service disabled 9 veterans. 10 Upon receipt of such plan from the state director, the commission 11 shall vote within ninety days on whether to approve, modify or reject 12 the plan; provided, however, if the commission modifies or rejects the 13 plan, the state director shall resubmit the plan to the commission with- 14 in six months for approval. 15 Upon approval of the plan by the commission, the state director shall 16 submit within thirty days of such approval a copy of the plan to the 17 governor, temporary president of the senate and speaker of the assembly. 18 § 3. This act shall take effect immediately.
