        AN ACT to amend the vehicle and traffic law, in relation to the display-
          ing of a bus driver's credentials while he or she is on duty  and  the
          review of his or her files
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Section 509-z of the vehicle and traffic law, as  added  by
     2  section  15 of part III of chapter 59 of the laws of 2019, is amended to
     3  read as follows:
     4    § 509-z. Motor carrier information. The  commissioner  of  transporta-
     5  tion,  in  consultation  with the commissioner, shall establish require-
     6  ments for any person or entity  that  owns  and  operates  one  or  more
     7  altered motor vehicles, commonly referred to as "stretch limousines", as
     8  well as additional motor carriers subject to subparagraphs (ii) and (vi)
     9  of  paragraph  a  of subdivision two of section one hundred forty of the
    10  transportation law for purposes of establishing conspicuous  display  of
    11  valid operating authority, inspection information, and driver qualifica-
    12  tions  at  locations  where such persons or entities perform contract or
    13  common carrier services with  altered  motor  vehicles  and  within  any
    14  altered motor vehicle used to provide such services.
    15    § 2. Subdivision 1 of section 509-m of the vehicle and traffic law, as
    16  added  by chapter 675 of the laws of 1985, is amended and a new subdivi-
    17  sion 8 is added to read as follows:
    18    1. At least once [every three years] annually, review the  bus  driver
    19  files  of  each  motor carrier, provided, however, that the commissioner
    20  may review such bus driver files at his discretion  at  any  other  time
    21  during regular business hours.

     1    8.  Issue  new  credentials,  designed for public display, which shall
     2  serve as proof that a  bus  driver  is  qualified  under  sections  five
     3  hundred nine-b and five hundred nine-z of this article. Such credentials
     4  shall be re-issued annually.
     5    §  3. This act shall take effect on the first of April next succeeding
     6  the date on which it shall have become  a  law;  provided  however  that
     7  section  one  of  this act shall take effect on the same date and in the
     8  same manner as section 15 of part III of chapter 59 of the laws of 2019,
     9  takes effect. Effective  immediately,  the  addition,  amendment  and/or
    10  repeal  of  any  rule  or regulation necessary for the implementation of
    11  this act on its effective date are authorized to be made  and  completed
    12  on or before such effective date.
