STATE OF NEW YORK ________________________________________________________________________ 4406 2019-2020 Regular Sessions IN SENATE March 11, 2019 ___________ Introduced by Sen. GOUNARDES -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Securi- ty and Military Affairs AN ACT to amend the military law, in relation to directing the division of military and naval affairs to establish a program to subsidize the mailing of packages between members of the organized militia or of the reserve forces of the armed forces of the United States and their families The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The military law is amended by adding a new section 255 to 2 read as follows: 3 § 255. Packages to and from residents on active duty. 1. Definition. 4 For the purposes of this section, "active duty" shall mean military duty 5 in the active military service of the United States, as defined in 6 section one of this chapter, or active duty in the military service of 7 the state pursuant to an order of the governor issued pursuant to 8 section six or seven of this chapter. 9 2. The division of military and naval affairs shall establish and 10 implement, within appropriations made therefor, a program whereby such 11 division would pay the cost of postage to mail one package a month from 12 the family of a resident of this state on active duty to such person on 13 active duty. 14 3. The adjutant general shall promulgate any rules and regulations as 15 he or she shall deem necessary to implement the provisions of this 16 section. 17 § 2. This act shall take effect on the one hundred twentieth day after 18 it shall have become a law, provided that any rules and regulations 19 necessary to implement the provisions of this act on its effective date 20 are authorized and directed to be promulgated on or before such date.
