        AN ACT to amend the public health law, in relation to providing informa-
          tion on possible complications from  pregnancy;  and  in  relation  to
          screenings and referrals for serious threats to life after pregnancy

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1.  Section 2803-j of the public  health  law  is  amended  by
     2  adding a new subdivision 1-e to read as follows:
     3    1-e.  The  informational  leaflet  shall  also  include information on
     4  possible complications from pregnancy that  can  endanger  the  life  or
     5  health  of  the newborn or the mother. The commissioner, in consultation
     6  with any state or local government  maternal  mortality  review  boards,
     7  shall review and update this information as necessary.
     8    §  2.  Paragraph  (b) of subdivision 1 of section 2803-n of the public
     9  health law, as amended by chapter 199 of the laws of 2014, is amended to
    10  read as follows:
    11    (b) Maternity care shall also include, at minimum,  parent  education,
    12  assistance and training in breast or bottle feeding, education on mater-
    13  nal  depression,  education  on maternal depression screening and refer-
    14  rals, and the performance of any necessary or appropriate  maternal  and
    15  newborn  clinical  assessments and screenings and appropriate referrals.
    16  Notwithstanding this requirement, nothing in this paragraph is  intended
    17  to result in the hospital charging any amount for such services in addi-
    18  tion  to  the  applicable  charge  for  the maternity inpatient hospital
    19  admission.
    20    § 3. This act shall take effect on the one hundred eightieth day after
    21  it shall have become a law. Effective immediately, the addition,  amend-
    22  ment and/or repeal of any rule or regulation necessary for the implemen-
    23  tation  of  this act on its effective date are authorized to be made and
    24  completed on or before such effective date.
