        Introduced  by Sen. CARLUCCI -- read twice and ordered printed, and when
          printed to be committed to the Committee on Transportation
        AN ACT to establish the toll advisory task force, and providing for  the
          powers and duties thereof
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Toll advisory task force. 1. The commissioner of  transpor-
     2  tation  and  the  chairman of the New York state thruway authority shall
     3  convene a toll advisory task force to review the New York state  thruway
     4  authority's  current  toll  rates,  commuter  discount options, resident
     5  discount programs and  commercial  vehicle  rates  in  order  to  ensure
     6  affordable travel on the toll roads and bridges within the state.
     7    2.  Such task force shall consist of eight members. Such members shall
     8  be as follows: two  members  appointed  by  the  governor;  two  members
     9  appointed  by  the  temporary  president  of  the  senate;  two  members
    10  appointed by the speaker of the assembly; the commissioner of  transpor-
    11  tation,  or  his or her designee; and the chairman of the New York state
    12  thruway authority, or his or her designee.
    13    3. The task force shall be co-chaired by the commissioner of transpor-
    14  tation and the chairman of the New  York  state  thruway  authority,  or
    15  their designees.
    16    4.  The goals of the task force shall include, but are not limited to,
    17  the study and evaluation of the New York state thruway authority's:
    18    (a) current toll rates;
    19    (b) commuter discount programs;
    20    (c) resident discount programs;
    21    (d) rates issued for commercial vehicles;
    22    (e) any other special toll discount plans; and
    23    (f) potential toll increases as related to funding  for  the  Governor
    24  Mario M. Cuomo bridge.

     1    5.  The  task  force  shall hold a minimum of four public hearings. At
     2  least one public hearing shall be held in the county of Rockland and one
     3  public hearing shall be held in the county of Westchester.   During  the
     4  public  hearings,  the  task force shall hear the testimony of voluntary
     5  witnesses,  shall  provide  an  opportunity  for public comment, and may
     6  request the production of any documents the task force deems  reasonably
     7  necessary to carry out its responsibilities.
     8    6. The task force shall make a report to the governor and the legisla-
     9  ture  of  its  findings,  conclusions  and  recommendations on or before
    10  December 31, 2020.
    11    § 2. This act shall take effect immediately.
