       Introduced  by  Sen. RITCHIE -- read twice and ordered printed, and when
         printed to be committed to the Committee on Transportation
       AN ACT to amend the highway law, in relation to the threshold amount  of
         requiring a project to be subject to competitive bidding
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Paragraph (e) of subdivision 4 of section 10-c of the high-
    2  way law, as amended by chapter 413 of the laws of 1991,  is  amended  to
    3  read as follows:
    4    (e)  Funds  allocated  for local street or highway projects under this
    5  subdivision shall be used to undertake work on a project either with the
    6  municipality's own forces or by contract, provided however, that whenev-
    7  er the estimate for the construction contract  work  exceeds  [one]  TWO
    8  hundred  FIFTY  thousand dollars such work must be performed by contract
    9  let by competitive bid in accordance with the provisions of section  one
   10  hundred three of the general municipal law.
   11    S 2. This act shall take effect immediately.
