AN ACT to amend the vehicle and traffic law, in relation to requiring
transportation network company drivers to display the TNC vehicle's
license plate number
The People of the State of New York, represented in Senate and Assem-
bly, do enact as follows:
1 Section 1. Subdivision 5 of section 1696 of the vehicle and traffic
2 law, as added by section 2 of part AAA of chapter 59 of the laws of
3 2017, is amended to read as follows:
4 5. The department shall promulgate regulations to ensure that each TNC
5 vehicle is easily identified as such and that the TNC for which the TNC
6 driver is providing the TNC service or TNC prearranged trip is distin-
7 guishable. [Such marking] Any TNC driver shall, at the time of a pick-up
8 of a transportation network company passenger for a prearranged ride,
9 display on the rear doors or windows of the TNC vehicle used for such
10 ride, in at least two inch lettering, the license plate number of the
11 driver's personal TNC vehicle that is used for such ride, in a manner
12 that is readable by such passenger prior to entering the rear driver or
13 passenger side of such vehicle. The display of the license plate number
14 shall not be required to be permanent, and may be provided to the driver
15 by the transportation network company. Any other such markings shall be
16 in such form as is approved by the commissioner, and shall be attached,
17 affixed or displayed in such manner as he or she may prescribe by regu-
18 lation. The TNC driver providing the TNC service or TNC prearranged
19 trip shall be responsible for properly displaying all necessary TNC
20 markings.
21 § 2. This act shall take effect on the ninetieth day after it shall
22 have become a law.
