        AN ACT to amend the education law, in relation to establishing  the  New
          York state civics corps program act
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. The education law is amended by adding a new  article  24-A
     2  to read as follows:

     4                   NEW YORK STATE CIVICS CORPS PROGRAM ACT
     5  Section 1220. Short title.
     6          1221. Program.
     7          1222. Duration.
     8          1223. Location and compensation.
     9          1224. Duties and responsibilities.
    10          1225. Displacement of regular employees prohibited.
    11          1226. Applicants.
    12    §  1220.  Short title. This act shall be known and may be cited as the
    13  "New York state civics corps program act".
    14    § 1221. Program. Subject to an  appropriation,  the  department  shall
    15  establish and implement the New York state civics corps program designed
    16  to provide fellowship opportunities for high school graduates to acquire
    17  knowledge and skills and participate in the processes of state and local
    18  governments.  The  purpose of such program is to introduce applicants to
    19  the opportunities  and  complexities  of  state  and  local  governments
    20  including the development and adoption of laws, regulations and policies
    21  and  the engagement of government offices with their various constituen-
    22  cies.
    23    § 1222. Duration. The New York state civics corps  program  fellowship
    24  placements  shall begin on the first of July and end on the thirtieth of
    25  June of each year.

     1    § 1223. Location and compensation. Applicants selected for fellowships
     2  pursuant to this article shall be assigned to work for one year at state
     3  and/or local government including  but  not  limited  to  department  of
     4  state,  the New York state senate, the New York state assembly, New York
     5  state  courts,  and  local governments. Each fellowship shall be a full-
     6  time position with compensation set at  an  amount  of  twenty  thousand
     7  dollars for the year.
     8    §  1224.  Duties and responsibilities. The duties and responsibilities
     9  of individuals selected to participate in the fellowship  program  shall
    10  include research, policy development, and administrative tasks as deter-
    11  mined  by  the  department,  office, legislative branch, court, or local
    12  government of placement.
    13    § 1225. Displacement of regular employees prohibited.  Participants in
    14  the fellowship program shall not displace regular employees.
    15    § 1226. Applicants. All applicants to the New York state civics  corps
    16  program must:
    17    1. be a citizen of the United States or a foreign national eligible to
    18  work in the United States;
    19    2. have completed high school in the school year immediately preceding
    20  the beginning of the program;
    21    3. have a minimum high school grade point average of eighty-five; and
    22    4. be willing to defer full-time college or vocational study until the
    23  conclusion  of the fellowship program; however, nothing in this subdivi-
    24  sion shall deter applicants from pursuing  part-time  college  or  voca-
    25  tional study while participating in the fellowship program.
    26    § 2. This act shall take effect on the one hundred eightieth day after
    27  it  shall have become a law. Effective immediately, the addition, amend-
    28  ment and/or repeal of any rule or regulation necessary for the implemen-
    29  tation of this act on its effective date are authorized to be  made  and
    30  completed on or before such effective date.
