STATE OF NEW YORK ________________________________________________________________________ 5153 2019-2020 Regular Sessions IN SENATE April 11, 2019 ___________ Introduced by Sen. THOMAS -- read twice and ordered printed, and when printed to be committed to the Committee on Housing, Construction and Community Development AN ACT to establish a housing task force addressing affordable housing for millennials in suburban counties The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. A housing task force to address affordable housing for 2 millennials in suburban counties is hereby established. The role of the 3 task force includes, but is not limited to: 4 (a) facilitating interagency planning and policy; 5 (b) reviewing specific agency initiatives for affordable housing for 6 millennials ages 25 to 35; 7 (c) providing a continuing forum to discuss concerns and issues 8 related to the formulation of state policy designed to help address this 9 issue; 10 (d) developing linkages and partnerships with housing developers and 11 other appropriate entities to address the problem of lack of affordable 12 housing for millennials; and 13 (e) identifying existing state initiatives that would aid in providing 14 millennials with resources to find affordable housing. 15 § 2. On or before two years after the effective date of this act, the 16 task force shall issue its findings, any legislative recommendations or 17 proposed state policy it deems necessary to the governor, temporary 18 president of the senate, speaker of the assembly, minority leader of the 19 senate, and minority leader of the assembly. 20 § 3. The task force shall consist of a total of ten members and shall 21 be appointed as follows: one member shall be appointed by the department 22 of homes and community renewal; one member shall be appointed by the 23 department of economic development; one member shall be appointed joint- 24 ly by the housing finance agency and the mortgage agency; one member EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD04223-01-9S. 5153 2 1 shall be appointed by the temporary president of the senate; one member 2 shall be appointed by the speaker of the assembly; one member shall be 3 appointed by the senate housing, construction and community development 4 committee; one member shall be appointed by the assembly housing commit- 5 tee; and three members shall be appointed by the governor. All members 6 of the task force shall have experience in or represent the following 7 areas: housing providers and associations, real estate providers and 8 associations, mortgage providers and associations and millennial consum- 9 ers. 10 § 4. The county executives from Westchester, Nassau and Suffolk coun- 11 ties shall each select one of the members appointed in section three of 12 this act, and such members shall constitute a sub-task force to focus on 13 affordable housing for millennials in Westchester, Nassau and Suffolk 14 counties. 15 § 5. One of the appointments by the governor shall serve as chair- 16 person of the task force. 17 § 6. The members of the task force shall serve without compensation 18 and the empire state development corporation shall be responsible for 19 any expenses incurred by the task force. 20 § 7. All departments, divisions, bureaus, commissions, districts or 21 agencies of the state or any political subdivisions thereof shall, at 22 the request of the chairperson, provide the task force with such facili- 23 ties, assistance and data as will enable the task force to carry out its 24 powers and duties. 25 § 8. This act shall take effect on the ninetieth day after it shall 26 have become a law.
