          Community Development
        AN  ACT  to amend the private housing finance law, in relation to estab-
          lishing a New York Main Street development center
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1. The private housing finance law is amended by adding a new
     2  article 31 to read as follows:
     3                                ARTICLE XXXI
     4                            NEW YORK MAIN STREET
     5                             DEVELOPMENT CENTER
     6  Section 1300. Legislative intent.
     7          1301. New York Main Street development center.
     8    § 1300. Legislative intent. The legislature  hereby  finds  that  with
     9  affordable  housing  in  increasingly  short  supply,  the New York Main
    10  Street development center will not only be the  catalyst  for  community
    11  renewal, but also address the critical need to provide affordable oppor-
    12  tunities  across  the  state.  Main streets and downtown buildings could
    13  serve as the primary location for new housing  opportunities  throughout
    14  this  state.  Main streets and Downtown Business Districts, are uniquely
    15  equipped to serve this function since these  areas  boast  underutilized
    16  water  and  sewer infrastructure, are the hubs of public transportation,
    17  and are the centers of commerce.
    18    § 1301. New York Main Street development center. The division of hous-
    19  ing and community renewal shall work in coordination with the department
    20  of economic development, the department  of  state,  the  department  of
    21  transportation, and the office of parks, recreation and historic preser-
    22  vation  to  establish a "New York Main Street development center" within
    23  such division. The Main Street development  center  shall  have  as  its
    24  mission  the  dissemination  of  information  related  to existing state

     1  programs to address the redevelopment of existing commercial/residential
     2  "Main Street" buildings. The "New York Main Street  development  center"
     3  shall  be  located  within the division of housing and community renewal
     4  and  will serve as a technical assistance and resource center to provide
     5  information and technical assistance for any local main street revitali-
     6  zation efforts in the state. The center will establish a web page  which
     7  will  link  together  all state, local and federal programs which may be
     8  available to serve as a resource for both developers, and community  and
     9  local  housing  organizations  in  their  downtown revitalization initi-
    10  atives. The center shall also lend technical and training assistance  to
    11  community  officials  and provide a comprehensive library of main street
    12  development publications from throughout the United States  which  shall
    13  be accessible to the development community.
    14    § 2. This act shall take effect immediately.
